Five charged after casino staff allegedly paid out unearned winnings in Calgary
Calgary police say two casino employees worked with three patrons to hand out winnings at card games over nearly three weeks.

Calgary police have charged five people, including two casino employees, in an alleged fraud in which unearned winnings were paid out to patrons at card games.
Police said that between Oct. 31 and Nov. 19, 2025, two employees of a casino in the city's southeast illegitimately issued winnings to three patrons on several occasions during various card games. The casino has not been named.
Casino raised the alarm
Casino management noticed suspicious activity, carried out its own investigation and then contacted the Calgary Police Service. Officers were sent to the casino at about 3:20 p.m. on Nov. 19 after reports of theft and fraud. They arrested two men and three women.
Those charged are Yalan Yin, 50, Leonilo Calahi Juan, 51, Rui Qin Huang, 52, Rosielyn Konno, 57, and Catherine Manipon, 48.
Each of the five faces one count of fraud over $5,000. Manipon and Konno are also each charged with one count of criminal breach of trust.
The accused were due in court on Dec. 22, 2025. The allegations have not been proven, and police did not say how much money was involved.
Insp. Scott Neilson of the Calgary Police Service said in a statement that "addressing financial crime requires a united approach across different agencies." He said police work closely with regulators and industry partners to make sure gaming standards are followed.
